AN ORDINANCE OF THE CITY OF SPOKANE VALLEY, SPOKANE COUNTY
WASHINGTON DECLARING THE INTENT TO ANNEX THE CITY OF SPOKANE
VALLEY INTO THE SPOKANE COUNTY LIBRARY DISTRICT, AND SilBM.ITTiNG
TO THE QUALIFIED ELECTORS OF THE CITY AT AN ELECTION MAY 17, 2005,
A PROPOSITION AUTHORIZIs C 'TIE ANNEXATION OF THE CITY TNT() THE
SPOKANE COUNTY LIBRARY .DISTRICT; AND ESTABLISHING AN EFFECTIVE
DATE.
WHEREAS, the City of Spokane Valley has the authority under RCW 27.12.360 to initiate by
ordinance the inclusion of the City into the Spokane County Library District("the SCL.D"); and
WHEREAS, the City desires that the City join the SCLD and has directed the preparation of this
Ordinance declaring its intent to annex into the SCLD; and
WHEREAS, in accordance with RCW 27.12.360, the City has notified the state librarian of this
Ordinance; and
WHEREAS, pursuant to an agreement signed by the City and SCLD on December 10, 2004, the
SCLD Board of Trustees concur with the intent to annex the City into the SCLD; and
WHEREAS, in accordance with RCW 27.12, the City Council desires to place a proposition
before the voters of the. City to authorize such annexation, and desires to request that Spokane County
take all necessary steps to do so in time for said proposition to be placed on the May 17, 2005 ballot; and
WHEREAS, upon annexation, the. City would become part of the SCLD, the real property within
the City would be subject to taxation by the SCLD, and the City could terminate its current operations
contract with the SCUD effective January 1. 2006; and
WHEREAS, the City Council finds for all those reasons that the public interest will be served
thereby.
NOW TI-FEREFORE, the City Council for the City of Spokane Valley, Spokane County,
Washington. ordains as follows=
Section I. The City Council hereby declares its intent to annex into the Spokane County
Library District, and finds that the public interest will he served thereby.
Section 2. The City Council finds that the. State Librarian was notified of this proposed
annexation on 1February 10, 2005, and that the Board of Trustees for the Spokane County Library District
concurs with the annexation of the City into the Spokane County Library District, all pursuant to RCW
27.1 2.360.
Section 3. The Spokane County Board of Commissioners is requested to authorize by
resolution the Spokane County Auditor to call and conduct an election to be held in the City in the
manner provided by law on May 17, 2005, in conjunction with any other matter that may be scheduled

for ballot on that date, for the purpose of submitting to the qualified electors of the City by mail-in ballot
for their approval or rejection, a proposition in substantially the following form:
Shall the city of Spokane Valley be annexed to and

If approved, the annexation would become effective January 1,2006.
Section 4. The City Clerk is hereby authorized and directed to promptly furnish to the
Board of Commissioners for Spokane County and the Spokane County Auditor a certified copy of this
Ordinance upon adoption.
Section 5. Severability. If any section, subsection, sentence or clause of this ordinance is
for any reason held to be invalid, such decision shall not affect the validity of the remaining provisions of
this ordinance.
Section 6. Effective Date. This Ordinance shall become effective five days after
publication of this ordinance, or a summary thereof, in the official newspaper of the City.
