• Provide initial budgetary level cost estimate to the City.
• Provide the technical Special Provisions, review City front end specifications, provide Final Plans and
Estimate for removing and replacing the existing LMC overlay on the bridge.
• A traffic control plan is not included in this scope of work. Traffic control would be the responsibility
of the contractor similar to the bridge joint replacement projects.
• Once the contract documents are complete, we will seal the documents.
The City will perform the following tasks.
• Provide original plans of the bridges.
• Provide "front -end" specifications.
• Conduct bidding.
• Conduct construction administration.

Dear Mr. Fisch:
You have asked us to develop the plans, technical specials, and estimates for the deck resurfacing
of Bridge 4507. You plan on hydro - milling to remove the existing latex modified concrete (LMC) on the
decks of the bridge and placing a new LMC overlay.
Scope of Work
You have asked us to assist you with this project. Our scope of work includes the following items:
• Provide the technical Special Provisions, review City front end specifications, provide Plans, and
Estimate for removing and replacing the existing LMC overlay on the bridge.
• A traffic control plan is not included in this scope of work. Traffic control would be the responsibility

Re: SVPW Contract #13 -006, On -Call Bridge and Structural Consulting Services with
Sargent Engineers, Inc. — Task 1: Bridge #4507 Surface Repair Project
In November, 2012, the City received a Federal grant for $286,142 to resurface the Sullivan SB
Bridge over the UPRR. The City has an On -Call Consultant Contract with Sargent Engineers,
Inc. for Bridge and Structural Consulting Services for an amount up to $80,000.
We would like to issue the attached Task Order 1 for assistance in preparing the bid package for
the Sullivan Bridge Resurfacing work. The Project Scope includes hydro - milling the deck
surface to remove the existing latex modified concrete (LMC) and placing a new LMC overlay.
The attached Task Order 1 in the amount of $4,791 will include technical Special Provisions,
Plans, and an estimate for removing and replacing the existing LMC overlay on the bridge.
Sargent Engineers, Inc. will also review the City of Spokane Valley front end specifications.
With approval of this Task Order 1 work, the total remaining amount in the on -call contract is
$75,209.
