This modification increases the size of the proposed water supply main from 4 -inch diameter to 12 -inch diameter which materially impacts CH2M HILL's level of effort. Also included herein are additional project management and coordination work to assist the City of Spokane Valley (City) in making its decision to include fire protection as part of the project. In addition, the Supplemental. Agreement No. 4 authorization for Task 14.3 did not include level of effort for design of the bridge- supported portion of the water supply main. This prior omission is corrected in this Supplemental Agreement No. 8. Task 14: Miscellaneous Optional Services 14.3 Sullivan Park Water Supply Main 14.3.1 Assistance to Compare 4 -Inch and 12 -Inch Water Main Alternatives Provide coordination and information as requested to assist the City with its decision pertaining to fire protection water service for the Western Dance Hall in Sullivan Park. Assistance will include: Coordinate with Consolidated Irrigation District No. 19, City Fire Department, and City staff via email and telephone and review existing fire hydrant flow testing information to assist with determining the extent of existing fire flow protection at the site and identifying fire flow needs to meet existing (as of execution of this Supplement) City standards or code requirements. Prepare a comparative construction cost estimate for the 4 -inch and 12 -inch diameter alternatives. Estimate sizes and quantities of features such as vaults, valves, pipe lengths, and number of hydrants. Assumption: • Hydraulic analysis to confirm the 12 -inch diameter pipe size for the fire protection alternative will be performed by others and is not included under this task. Deliverables: Comparative cost estimate. 14.3.2 Water Main Design Prepare revised plans sheets depicting the proposed 12 -inch water supply main instead of a 4- inch water supply main from the existing water main on the north side of Indiana Avenue at the Sullivan Road intersection to Sullivan Park and showing fire hydrant locations within Sullivan Park. Provide revised details for connection to the existing water main at Indiana Avenue, metering and backflow prevention facilities, connection to the existing irrigation and domestic water facilities within Sullivan Park. Prepare Special Provisions for water main and fire protection elements of the design to supplement WSDOT /APWA Standard Specifications for Road, Bridge, and Municipal Construction and incorporate into the bid documents. Assumptions: • Fire protection for the Western Dance Hall will include up to two fire hydrants situated within the area between the east face of the existing Western Dance Hall structure and Sullivan Road. Locations will be as approved by the City Fire Department. • No modifications will be made to the interior of the structure. Deliverables: Revised drawings and Special Provisions at the 90% and 100% levels of completion. 14.3.3 Bridge - Supported Water Main Design Prepare plan, profile, and detail drawings for the bridge- supported water main. Evaluate and design water main structural support system, thermal expansion and contraction provisions, and freeze protection provisions. Prepare Special Provisions for bridge- supported water main elements of the design to supplement WSDOT /APWA Standard Specifications for Road, Bridge, and Municipal Construction and incorporate into the bid documents. Drawing List Anticipated drawings required to detail the bridge- supported water main include: WS-4 Bridge- Supported Water Main Plan and Profile WS -5 Bridge- Supported Water Main Details Assumptions: • Thermal expansion and contraction evaluation and design will be based on 100 degree Fahrenheit temperature differential. • Freeze protection evaluation and design will be based on conditions that include prolonged periods of no flow in the water main and subfreezing winter season temperatures normal for the area. Deliverables: Drawings and Special Provisions at the 90% and 100% levels of completion. If prohibited by law, such cost and rate data shall not be disclosed under any circumstances.
