Description of Work
Professional services to design a latex modified concrete (LMC) overlay for the NB Sullivan Bridge, incorporate
mitigation plantings required by environmental permitting into the project plans and contract documents, and
design pedestrian lighting for the multi -use pathway on the southbound bridge and overlooks.
The Local Agency of City of Spokane Valley, Washington
desires to supplement the agreement entered into with CH2M HILL, INC.
and executed on 11/8/2011 and identified as Agreement No. 0155
All provisions in the basic agreement remain in effect except as expressly modified by this supplement.
The changes to the agreement are described as follows:

1.0 Introduction
This Supplemental Agreement No. 9 scope of work modifies the scope of CH2M HILL's
professional engineering services and compensation for final design of the Sullivan Road West
Bridge Replacement to include final design of:
• Latex Modified Concrete (LMC) overlay for the northbound Sullivan Bridge
• Required wetland and habitat mitigation elements
• Pedestrian lighting for the multi -use pathway on the new bridge and overlooks
Task 9: Final Bridge and Structures Design
9.10 LMC Overlay on Northbound Bridge
Prepare drawings for the LMC overlay on the northbound Sullivan Bridge. Define limits of
overlay, provide general and construction notes, overlay details, and details for replacement of
expansion joints at the bridge ends. Anticipated plan sheets are as follows.

Review current (as of execution of this supplement 9) WSDOT Standard Specifications for LMC
overlay and expansion joint replacement. Prepare project- specific special provisions as

Include LMC Overlay items(s) in the 90% and 100% construction cost estimates.
Assumptions
• The overlay will be replaced after construction of the new West Bridge and vehicle
traffic will be routed to the new bridge during overlay construction.
Deliverables: Drawings and Special Provisions at the 90% and 100% levels of completion.
Task 10: Property Restoration
10.7 Wetland and Habitat Management Mitigation Design
Provide engineering plans and technical specifications for construction of the Sullivan Road
West Bridge Replacement Project's wetlands and habitat mitigation. The plans and
specifications will be based on the schematic plans shown in the Sullivan Road West Bridge
Replacement, Wetlands Delineation and Conceptual Mitigation Plan and the Sullivan Road West
Bridge Replacement, Habitat Management Plan that includes types of plants (species), number and
mitigation location.
Review the wetlands and habitat mitigation plans prepared for the Sullivan Road West Bridge
Replacement Project.
Develop layout plans and planting details for construction of land restoration elements.
Anticipated plan sheets are as follows.

PR -14 Mitigation Planting Plan - North
PR -15 Mitigation Planting Plan - South
PR -16 Mitigation Planting Details
Review current (as of execution of this supplement 9) WSDOT Standard Specifications for plant
selection including plant establishment. Prepare project - specific special provisions as required.
Include mitigation planting(s) in the 90% and 100% construction cost estimates.
Assumptions
• Mitigation will be integrated with river bank grading and stabilization design, as
required.
• CH2M Hill will use existing base mapping for the wetlands and habitat mitigation
design
• The Sullivan Road West Bridge Replacement, Wetlands Delineation and Conceptual Mitigation
Plan and the Sullivan Road West Bridge Replacement, Habitat Management Plan are the basis
for this scope and estimate.
• There will be no temporary irrigation systems required for the shoreline wetlands
mitigation planting. Temporary irrigation may be required for upland plantings. No
permanent irrigation systems are planned for mitigation plantings.
Deliverables: Drawings and Special Provisions at the 90% and 100% levels of completion.
Task 14: Miscellaneous Optional Services
14.4 Roadway Illumination
14.4.1 Pedestrian Lighting
Prepare Lighting Analysis for lighting locations to meet lighting standards for joint use areas.
Recommend recessed fixture for use.
Prepare drawings to provide recessed pedestrian lighting for the multi -use pathway to be
mounted in the bridge barrier. Prepare illumination plans and details of recessed lighting and
recessed patterns in median traffic barrier. Anticipated plan sheets are as follows.

Coordinate details of light fixtures and electrical conduits in barrier with traffic drawings, specs,
and bid items.
Review current (as of execution of this supplement 9) WSDOT Standard Specifications for
illumination and electrical. Prepare project- specific special provisions as required.
Include pedestrian lighting item(s) in the 90% and 100% construction cost estimates.
Assumptions
• The median traffic barrier will not have added pilasters or blisters for the light fixtures.
The overall barrier width will remain unchanged.
Deliverables: Drawings and Special Provisions at the 90% and 100% levels of completion.

public disclosure pursuant to 23 USC 112(2)(F).
Prenotification; confidentiality of data. A recipient of funds requesting or using the cost
and rate data shall notify any affected firm before such request or use. Such data shall be
confidential and shall not be accessible or provided, in whole or in part, to another firm or to any
government agency which is not part of the group of agencies sharing cost data under this
paragraph, except by written permission of the audited firm. If prohibited by law, such cost and
rate data shall not be disclosed under any circumstances.
You may petition for a review of our findings pertaining to any redacted or withheld documents
pursuant to Spokane Valley Municipal Code (SVMC) 2.75.080; and obtain judicial review

AGREEMENT TOPIC & BACKGROUND:
Supplement 9, CH2MHILL Contract
Sullivan Road W Bridge Replacement Project, CIP 0155
BACKGROUND: The Sullivan Road West Bridge Replacement Project is currently in the final design
and environmental permitting phase. The project is scheduled to go to bid in November 2013.
Construction is anticipated to start in early 2014 and continue through to the end of 2015.
Several items have come up that staff believes should be included in the project plans. These items are
not currently included in the scope of work with CH2M HILL for the final design of the bridge. Therefore,
a supplement to their contract is required for this additional work. The following design work is included
in Supplement No. 9 so they can be included in the final project plans and bid documents:
1. Latex Modified Concrete (LMC) Overlay for the NB Sullivan Bridge over the Spokane River:
The existing NB bridge deck was surfaced with an overlay around 1987. This overlay is now
cracked, delaminating and coming apart. This overlay should be replaced prior to this NB
bridge being used as the detour route during the demolition and construction of the SB bridge.
Incorporating the LMC overlay on the NB bridge as a component of the SB Bridge
Replacement Contract will reduce public inconvenience and reduce the overall cost.
2. During the environmental permitting process it was determined, that additional trees and
shrubs (plantings) are necessary to mitigate impacts to the shorelines area from the Sullivan
Rd Bridge Project. These required mitigation plantings were determined to be necessary
after negotiations with environmental permitting agencies. The plantings now need to be
incorporated into the project plans and contract documents.
3. Pedestrian lighting for the Pedestrian /Bicycle Walkway: Staff has determined that it would be
much safer for the public to include pedestrian lighting in the concrete barrier that would
illuminate the walkway making it safer for pedestrians and bicyclists. This task was not
included in the final design contract.
The additional work described above is not included of the current scope of work. in CH2M HILL's
contract and, therefore, requires the attached Supplement 9.

BUDGET /FINANCIAL IMPACTS:
The estimated fee for CH2M HILL to provide the additional design is $21,346. Typically the Management
Reserve Fund -(MRF) is used to cover contract supplements such as this but there is not enough MRF
remaining to cover this additional work.
In accordance with city code, the City Manager has authority to amend contracts up to $200,000 or 15%
of the original council- approved contract amount, whichever is less. Council approved a total of
$1,567,261 for the original contract and two design amendments. Since 15% of this total contract
amount exceeds $200,000, the City Manager's contract amendment authority is limited to $200,000.

Staff recommends that this Supplement #9 be authorized under the City Manager's authority and that the
remaining MRF be available to fund smaller contract amendments should they arise.
Table 1, below, is a summary of CH2M HILL'S contract for this project. Table 2 is a summary of the total
project funding to date.
