REGULATING UNFIT DWELLINGS, BUILDINGS, AND STRUCTURES, AMENDING SPOKANE
VALLEY MUNICIPAL CODE 17.90.010 FOR UNFIT DWfJJ.INGS, BIJTI,DINGS, AND
STRUCTURES,AND OTHER MATTERS RELATING THERETO.
Section I explains that the purpose of this ordinance is to establish a regulatory framework pursuant to
chapter 35.80 RCW to inspect,repair,and demolish unfit dwellings,buildings,structures and premises that.
arc unlit for human habilation or other use and which are a hazard and threat to public health, safety and
welfare within the City of Spokane Valley, Section 2 adopts a new chapter 17.105 designated Unfit
Dwellings, Buildings, and Structures, and includes specific findings and purpose, enforcement authority
and powers.,procedure to abate unfit dwellings,criteria for determination of unfit dwellings,right to appeal,
contents of an appeal to the Hearing Examiner and those appeal and hearing procedures;appeals to Superior
Court, abatement procedures and costs, emergencies, and discrimination. Section 3 amends SVMC
7.90_0l 0 to amend Table 17.90-1 Decision/Appeal Authority, Section 4 speaks to sevcrabilily; and Section
5 provides for an effective date.
