The following is the title and summary of Ordinance No, 18-005 passed by the Spokane Valley City Council
on the 27th day of February, 2018
AN ORDINANCE O1 'ME' CITY OF SPOKANE VALLEY, SPOKANE COUNTY, WASHINGTON,
CONFIRMING THE FORMATION OF THE SPOKANE HOUSING AUTHORITY AS A JOINT
HOUSING AUTHORITY; PROVIDING FOR IVIATf ERS REQUIRED PURSUANT TO RCC
35.82300; REPEALING CERTAIN RESOLUTIONS; AND OTHER MATTERS RELATING
THERETO,
Section 1 states that the Council makes certain determinations,and of necessity,adopts the recitals set forth
in this Ordinance; Section 2 aulhori?.es the Spokane Housing Authority to he formed within the boundaries
of the City; Section 3 vests certain powers of the Authority, establishes the number of Authority
commissioners and states a method for the appointment of those commissioners, designates a length of
term, a method of removal, addresses vacancies, quorum, officers of the board, states that the
commissioners shall receive no compensation for their services, and that the existing commissioners in
office on (he effective date of this Ordinance shall continue to serve their respective terms; Section .1 states
that the Board may adopt bylaws consistent with this Ordinance and chapter 35.82 ROW; Section 5
discusses officers, agents and employees; Section 6 discusses allocation of costs of the authority, including
that the city of Spokane Valley shall not he liable for obligations of the Authority; Section 7 discusses
assumption of responsibilities; Section 8 addresses deactivation of the Authority; Section 9 repeals certain
prior acts; Section 10 ratifies past acts; Section I I addresses severability; and Section 12 provides for an
effective date.
