Recreation Master Plan Update
BACKGROUND: The Parks and Recreation Master Plan provides the foundation for short-term
parks and recreation programming as well as long range planning guidance for the acquisition
and development of parks and recreation facilities. In 2019, the City updated its Master Plan
which included significant public input regarding the community's desires. Three of the key public
desires as laid out in the plan include:
• Developing new parks in underserved areas;
• Ensuring park facilities accommodate the needs of all user groups; and,
• Increasing access to the north side of the Spokane River.
Since the adoption of the 2019 Master Plan, the City has been moving forward implementing
many of the recommendations, including developing additional park facilities. In late 2020, City
Council approved the acquisition of approximately 46 acres of undeveloped property east of Flora
Road, and north of the Spokane River. This acquisition provides for additional regional park
facilities along the river corridor.
To continue moving forward on the Master Plan objectives, staff is now embarking on the planning
and conceptual design of a trail along the north side of the Spokane River from the newly acquired
Flora Road property to Plantes Ferry Park. The initial Conceptual Plan is provided in the
attachment. The proposed Spokane River Trail, located along the north bank of the river, is
approximately five miles in length and anticipated to be a full non -motorized, accessible, paved
trail. In addition to the trail itself, the project includes two pedestrian bridges, one at Flora Road
where the City possesses all necessary right-of-way and the second at the original location of the
BNSF railroad crossing adjacent to Trent Avenue. Both of these bridges will provide for access
across the river to adjacent residential, commercial areas, and the Centennial Trail.
As a whole, the proposed Spokane River Trail will serve many purposes, including meeting
several of the identified goals of the City's Parks and Recreation Master Plan. Additionally, the
trail adds to the myriad of outdoor recreation options offered by the City which includes the
Appleway Trail, Centennial Trail, and several natural park areas.

BACKGROUND: Senator Patty Murray's and Representative McMorris Rodgers' offices are
requesting project information and funding needs for potential inclusion into possible federal
infrastructure funding packages. We also anticipate there may be a similar request from
Senator Maria Cantwell in the near future. There is no limit to an agency's number of submitted
projects nor to the submitted funding request amounts. Project information is due to Senator
Murray's office on Friday, February 26, 2021, and Representative McMorris Rodgers' office
shortly thereafter.
Staff have reviewed the City's capital infrastructure priorities and identified the following project
list. The list is prioritized and will be received by the respective offices as such.

AGENDA ITEM TITLE: Motion Consideration — Potential Grant Opportunity: Infrastructure For
Rebuilding America (INFRA) FY 21
GOVERNING LEGISLATION: RCW 35.77.010: Six -Year Transportation Improvement Program
PREVIOUS COUNCIL ACTION TAKEN:
• February 4, 2020: City Council authorized the City Manager to apply to the INFRA FY20
grant program offered by the United States Department of Transportation (USDOT).
BACKGROUND: On February 17, 2021, the USDOT issued a call for projects for the INFRA FY
21 discretionary grant program that makes available nearly $1 billion for transportation projects.
At least 25% of funds will go to projects in rural areas, as designated by the US Census Bureau.
Projects are to be classified as "Large" or "Small" projects, with minimum awards in the amount
of $25 million and $5 million, respectively. Ten percent of INFRA funds are reserved for "Small"
projects. INFRA funds are limited to 60% of a project's total cost and the total federal funding
percentage for a project cannot exceed 80%. Priority is given to projects that minimize the need
for federal funding. Applications are due March 19, 2021.
Staff proposes a shared INFRA application with Spokane County for the Sullivan Road and
Bigelow Gulch/Forker Road Improvement Projects, similar to 2020. The request will include the
remaining costs of the County's Bigelow-Gulch/Forker Road project and the reconstruction of the
Sullivan Road/SR 290 interchange. The County and City portions of the project are estimated to
cost $10 million and $30 million respectively, totaling up to $40 million. Estimates will require a
detailed review prior to submitting the request to INFRA. Most of the application's "non-federal"
funds will be provided by project elements included in Spokane County.
OPTIONS: 1) Proceed with the motion as recommended by staff, or 2) take other appropriate
action.
RECOMMENDED ACTION OR MOTION: Move to authorize the City Manager to finalize and
submit an INFRA application for the Sullivan Road and Bigelow Gulch Improvement Project.
BUDGET/FINANCIAL IMPACTS: The INFRA program requires non-federal minimum matches
be provided. In 2020, this meant the City's portion of the project would require approximately
$3.5 million on non-federal funds if awarded INFRA funding. It is expected that the 2021 INFRA
application will have a similar non-federal dollar value. If awarded, the City would be required to
secure that non-federal match amount via state or local funding mechanisms.
As this is a new application, a consultant contract is necessary to update the FY20 application to
account for changes in the project and its Benefit Cost Analysis (BCA). The consultant contract
for the application update is approximately $27,000. In 2020, the City and County entered into a
Memorandum of Understanding (MOU) to share the cost of the consultant contract proportionally
based on the requested INFRA amounts. This was approximately 70% City and 30% County.
For 2021, City staff will approach the County and ask if they will share the consultant costs,
similar to 2020. However, due to the timing of the INFRA program, this City Council motion
consideration must occur prior to any agreement with the County. This puts Spokane Valley at
risk of paying for the entire consultant contract cost should Spokane County elect to not enter an
MOU to share in the consultant cost.
