The following is the title and summary of Ordinance No.21-013 passed by the Spokane Valley City Council
on the 7E1°day of September,2021:
AN ORDINANCE OF THE CITY OF SPOKANE VALLEY, SPOKANE COUNTY, WASHINGTON,
ADOPTING FINDINGS OF FACT JUSTIFYING THE ADOPTION OF ORDINANCE NO.21-009 AND
THE ADOPTION OF INTERIM AMENDMENTS RELATED TO INDOOR EMERGENCY SHELTERS,
INDOOR EMERGENCY HOUSING, TRANSITIONAL HOUSING, AND PERMANENT
SUPPORTIVE HOUSING,AND OTHER MATTERS RELATING THERETO.
Section 1 explains that a hearing on emergency Ordinance 21-009 was conducted for the adoption of interim
regulations to establish reasonable occupancy, spacing, and intensity of use on emergency shelters,
emergency housing,transitional housing, and permanent supportive housing; and the stated findings of fact
within that ordinance, are hereby adopted in support of Ordinance 21-009. Section 2 sets out the duration
of interim amendments set forth in Ordinance 21-009, which shall remain in effect for 365 days from the
effective date of that ordinance, unless repealed, extended or modified. Section 3 addresses ratification;
Section 4 speaks to severability,and Section 5 provides for an effective date.The full text of Ordinance 21-
