BACKGROUND: The Oaks Education Association, has requested the vacation of 6,970-square feet of public right-of-way in the alignment for Glenview Circle,located south of and adjacent to 22"d Avenue. The right-of-way proposed to be vacated comprises the fourth leg of the intersection between 22nd Avenue and Glenview Circle, approximately 315-feet east of Sunview Circle. The right of way was originally dedicated as part of the plat for Glenview Acres 3' Addition in 1968. This leg of Glenview remains undeveloped and does not extend further south and is no longer needed by the City. The right-of-way is adjacent to two properties,Parcels 45281.2104 and 45281.2802.Both parcels are owned by Oaks Education Association. On March 21,2023,the City Council consented to advance Resolution 23-005 to the April 4,2023 Council meeting for a Motion Consideration to set the public hearing on street vacation STV-2023-0001. OPTIONS: Approve Resolution 23-005 or take other appropriate action. Notice of the public hearing was published in The Valley News Herald and mailed to hoteliers in Spokane Valley pursuant to RCW 35.101.060(2). • September 13, 2022, Council held a public hearing and first reading on the proposed adoption of Ordinance 22-016. Council moved to advance Ordinance 22-016 to a second reading on September 20, 2022. • September 20, 2022, Council adopted Ordinance 22-016, establishing a City-wide TPA, with an effective date of January 1, 2023 for the TPA Commission. • On November 15, 2022, staff provided an administrative report regarding discussions with Visit Spokane and the VisitSpokaneValley.com URL. BACKGROUND: On September 20, 2022, the Council adopted Ordinance 22-016 establishing a City-wide TPA. On September 20, 2022, staff received an agreement from the Washington State Department of Revenue authorizing the City to establish a TPA to permit the levy of lodging charges to be used exclusively for tourism promotion. On January 1, 2023, the Spokane Valley TPA became effective along with the establishment of Spokane Valley Hotel Commission (Commission). On January 30, 2023, the newly formed Commission held their first meeting. At this meeting, Commissioner Cameron nominated Commissioner Guinn to serve as the Commission Chair. The Commission by unanimous consensus appointed Commissioner Guinn as the Commission Chair. Staff presented the Commission with the opportunity to purchase the VisitSpokaneValley.com domain, in the amount of$16,000. In the first order of business, the Commission determined that purchasing the domain would be beneficial for future tourism marketing efforts. and supported moving forward with a Request for Qualifications (RFQ) to identify a qualified consultant to develop a five-year destination marketing plan and 18-month marketing service plan. After the January 30, 2023, Commission meeting, staff negotiated with Visit Spokane staff to identify an agreed upon value for the VisitSpokaneValley.com domain. Through this collaborative process staff were able to negotiate a purchase price of$10,000 for the VisitSpokaneValley.com domain along with seven other "Valley" specific domains that Visit Spokane owned. On March 16, 2023, the Commission was asked to review eleven RFQ responses to develop a five-year destination marketing plan and 18-month marketing service plan. Each Commissioner was provided a ranking sheet prior to the March 16 meeting to assist the Commission in the consultant selection process. The ranking sheets were tallied by the Commission Secretary to identify three consultants for interview at the next Commission meeting on March 30, 2023. The City Economic Development Department is also working with AmpliFi advertising to develop a spring digital marketing campaign that will launch in mid to late April and will continue for 6-8 weeks. This campaign will feature paid digital advertising using targeted digital and OTT (video streaming) in the Seattle region, western Montana and north over the border into Canada. The goal is to promote the City as a great location to come and stay for a weekend, and enjoy all of the city's attractions, including shopping and recreation, and various events. In addition, the City's Economic Development Department continues its work with AmpliFi to develop a tourism website which we expect to be live in mid-April. OPTIONS: Discussion. In particular, the spring and summer seasons boast numerous programs and events to create affordable activities for youth and adults. The recreation division is hard at work planning and coordinating the annual programs and bringing in new opportunities and programs for the upcoming seasons. Summer seasonal staff are hired and trained to plan and lead these programs and/or events. The recreation division also works closely with sponsors and partnerships to make these programs successful. Tonight staff will provide Council an update on 2023 recreation program offerings and staff will return in May to give an aquatics update.
