The following is the title and summary of Ordinance No. 23 passed by the City of Spokane
Valley City Council on the 28th day of January,2003.
AN ORDINANCE OF THE CITY OF SPOKANE VALLEY,WASHINGTON
ESTABLISHING THE OFFICE, SCOPE OF AUTHORITY AND OTHER MATTERS
RELATING TO THE CITY MANAGER.
The introductory paragraphs state the City is organized under the Council-Manager Plan of
Government and the City Manager is the Chief Executive Officer of the City.
Section 1 establishes the office of City Manager and provides for appointment by City Council.
Section 2 states the duties,powers and responsibilities of the City Manager.
Section 3 states the personnel responsibility of the City Manager.
Section 4 authorizes creations of departments, offices and positions and provides for Council
audit of the same.
Section 5 provides for removal of the City Manager.
Section 6 states the City will establish the salary through the annual budget.
Section 7 states the City Manager shall reside in the City unless otherwise waived by the
Council.
Section 8 establishes a severability clause in the event some portion of the Ordinance is held
invalid.
Section 9 states this Ordinance shall be in full force and effect five (5) days after publication of
the Ordinance Summary, and on the date of incorporation.
