Represent the City of Spokane Valley in all actions brought by or against the City of Spokane Valley itself and/or its officials and employees in their official capacity, and sha11 perfonn such other duties as the City Manager andlor City Council may direct. C. Attend all regular and special meetings of the City Council unless otherwise excused by the City Council. D. Draft, review and approve ordinances, resolutions, contracts and other legal instruments and documents. E. Perform such other duties as may be assigned or prescribed by the laws of the State of Washington and the ordinances of the City of Spokane Valley. Section 3. Qualifications. The City Council and City Manager shall confer in order to establish qualifications for the position of City Attorney with such qualifications approved by Resolution of the Council. Section 4. Contract. The City of Spokane Valley may also enter into contracts for additional legal services upon such terms that as are reasonable and just. If any section, sentence, clause or phrase of this ordinance shall be held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or unconstitutionality sha11 not affect the validity or constitutionality of any other section, sentence, clause or phrase of this ordinance. Section 6. Effective Date.
