The introductory paragraphs state the City is adopting land use review procedures. Section 1 adopts Review Procedures for Land Use Permits. Section 2 adopts, as necessary, rules of Spokane County. Section 3 makes the City Council the Hearing Body unless provided otherwise by ordinance. Section 4 requires the City Clerk to maintain a copy of the Review Procedures on file. Section 5 places permit responsibility on the applicant. Section 6 establishes a severability clause in the event some portion of the Ordinance is held invalid.
