The following is the title and suxnmary of Ordinance No. 63 passed by the City of Spokane
Valley City Council on the 22°d day of April, 2003.
AN ORDINANCE OF THE CITY OF SPOKANE VALLEY, SPOKANE COUNTY,
WASHINGTON, AD4PTING STANDARDS AND PROCEDURES FOR
CONSTRUCTION WORK AND ACTIVITY WITHIN CITY RIGHT-OF-WAY
The introductory paragraphs state a pernut must be obtained to work within City right of way.
Section 1 defines certain terms and words.
Section 2 requires persons to obtain an obstruction permit.
Section 3 sta.tes the application requirements.
Section 4 states fees shall be adopted by Resolution.
Section 5 requires notice be given to the City before commencement of work.
Section 6 identifies the standards governing the work.
Section 7 requires that public access be maintained during construction. Section 8 places traffic control responsibilities on the applicant.
Section 9 requires that damage be repaired to existing improvements.
Section 10 allows the City to restore the right of way.
Section 11 requires a bond be filed.
Section 12 requires insurance be obtained.
Section 13 provides for indemnification.
Section 14 allows Rules a.nd Policy to be adopted.
Sectioo 15 provides penalties for a violation of the Ordinance.
Section 16 establishes a severability clause in the event some portion of the Ordinance is held
invalid.
Sectioa 17 states this Ordinance shall be in full force and effect five (5) days after publication of
the Ordinance Summary.
