The following is the title and summary of Ordinance No. 03-083 passed by the City of Spokane Valley
City Council on the 14`h day of October, 2003.
AN ORDINANCE OF THE CITY OF SPOKANE VALLEY, SPOKANE COUNTY,
WASHINGTON, PROVIDING FOR PROHIBITION OF NUISANCES AND DESCRIBING
VIOLATIONS AND PENALTIES.
Section 1 states the purpose and intent of the ordinance
Section 2 states definitions relative to the ordinance
Section 3 describes enforcement, authority and administration
Section 4 states that certain nuisances are prohibited
Section 5 provides for an initial investigation
Section 6 describes procedures to follow when probable nuisance violation is identified
Section 7 states that a voluntary compliance agreement may be entered into
Section 8 provides for a civil monetary penalty
Section 9 describes notice and orders procedure
Section 10 describes abatement procedures
Section 11 provides for service of notice of violation, notice and order
Section 12 describes obligations of persons responsible for nuisance violation
Section 13 describes the determination of compliance process
Section 14 relates to imposition of civil penalties
Section 15 provides for cost recovery
Section 16 provides for collection of civil penalties, fees and costs in court
Section 17 authorizes a nuisance abatement fund
Section 18 states that violations of this ordinance constitute a misdemeanor
Section 19 describes the administrative appeal process
Section 20 permits the Office of the City to seek judicial enforcement
Section 21 provides for a severability clause.
Section 22 states this Ordinance shall be in full force and effect five (5) days after publication of the
