RE: SEPA Comments for Proposed Pond & Levee Construction within Spokane County which is in
conjunction with proposed Painted Hills PRD in the City of Spokane Valley
Spokane County has the following comments for the SEPA review for this proposal. We are requesting
that the SEPA determination not be issued until the requested information has been submitted to the
City of Spokane and Spokane County and an addendum issued to include this information in the SEPA
documentation. Recommend distribution of the addendum to, at a minimum, County property owners
within 400 ft. of the County (off-site) project areas as well as the usual agencies, tribes, neighborhood
organizations, and interested parties.
1. The site plan provided for the SEPA needs to identify location of proposed off-site
improvements (i.e. collection pond located south of Thorpe Rd and triangle pond/levee located
off of 40th Ave)
2. While the description of the proposal in the checklist mentions off-site improvements, the
specifics of the improvements proposed in the county needs to be identified in the checklist
along with potential impacts.
3. The potential wetland (south of Thorpe) and DNR stream (Gustin ditch) needs to be identified
under the Water section of the checklist. Painted Hills PRD Biological Evaluation and Habitat
Management plan, prepared by Larry Dawes, needs to be revised to address any potential
impacts to wetland and DNR stream.
